Do you believe that undergrounding utilities is an important initiative for the city to pursue?
Staff has recommended that Council approve funding a project to underground utilities in the area of West Charleston crossing El Camino Real to Arastradero Road up to Alta Mesa Avenue. This project will be carried out with participation from the City, Comcast, and AT&T. The total estimated cost of the project is $3,500,000, and construction will be divided into four phases. This co...ntract relates to the first phase, for which staff chose the lowest bidder out of three, K.J. Woods. The project will cost $1,341,400, plus a ten percent contingency. This is approximately 33% higher than the engineer’s original estimate of $866,875. The cost of this project will be split between the City, AT&T, and Comcast, as decided in a 2008 master plan. With the reimbursements from these companies, the net cost for all four phases is expected to be $2,856,225. Because of the miscalculated original estimate, staff requests a FY 2018 budget amendment in the Electric Fund in the amount of $1,846,049 to fund the entire project with $1,402,274 coming from the Electric CIP Reserve.
