Haven't installed iOS8 yet? You might want to reconsider: This free keyboard extension from MyScript will give you a Japanese handwriting keyboard that you can use across all your apps including imiwa? of course. It is not just Japanese actually but a whole load of languages. This is great stuff!

TIP: When you are offline imiwa? 4.0 now speaks using the iOS text to speech function (Siri in effect) but did you know that since iOS7.1 there are higher quality voices available including for Japanese? Not as good as the connected speech function (powered by iSpeech.org) but worth the try.
Go to Settings app > General > Accessibility > Voice Over > Languages & Dialects > Add Language > Japanese > and select Enhanced Quality = ON
You needn't activate Voice Over for this. Any... other app will benefit from the higher quality voices.
You may test it using the airplane mode on your device.
