Here is my speech from today’s OWFT ReOpen Oregon Convoy & Rally. Transcript below:
“Thank you Carol and to all OWFT for planning this amazing event.
The Wuhan Virus has shown that we have 2 types of leaders. First, we have Governor Kristi Noem of South Dakota, who trusted her people, gave them information daily, and allowed them to take care of themselves, their families, and their communities. She is a leader. Then we Governor Kate Brown who did not trust you to do what is right. So, she ordered what you should do, when you should do it, and how you should do it. She did not provide honest and adequate information. She said that President Trump did not send enough testing kits but she had sent him a letter saying she did not need any tests. Then she said that we do not have enough testing to ReOpen Oregon but she is the one who put in a draconian order strictly limiting who may receive testing, leaving many Oregonians without the ability to be tested. She is not a leader, she doesn’t want you to follow. She is a dictator, she wants control and your obedience. I would have done things like Governor NOem.
First, we need to allow elective medical procedures. People should be able to have their lumpectomies, surgeries to repair injuries and stop pain, and the 17 year old girl in my home town with a heart of gold should be able to have the surgery she needs. We can designate one or two hospitals per region, depending upon population, to solely handle the virus cases. Preferably a hospital with multiple hospitals, to help with the financial burden. Kate did not do this, instead she underwhelmed the system leading to the layoffs in the medical profession. Doctors and nurses should not lose their jobs over this.
Second, I would allow businesses, after being given guidance, to create their own safe environment to fit their needs and the needs of their communities and customers. If grocery stores and Walmart can safely operate so can every other business.
Third, I will allow libraries and parks to be open. Reading is vitally important and we should be able to safely enjoy our beautiful state not from Facebook photos but in person.
Fourth, I would trust people to take care of themselves, their families and their communities.
Finally, we should let those who are more susceptible, those with pre-existing conditions, and those who chose to, to stay home. Then we should provide them with the resources to stay home, such as grocery deliveries.
When you vote in the primary May 19th and in November the choice is clear. You can vote for leader who trust you to do what is right and will not limit you. Those who know that you rights and freedoms are given by God and should to be infringed upon. Leaders like Governor Kristi Noem, Senate Candidate Paul Romero, Candidate for US Representative for the 5th District Joey Nations, and myself, your candidate for 3rd Congressional District Representative, Joanna Harbour and all other republicans. The other options are democrats like Kate who use crisis to take away your freedoms and give more power to themselves.
Governor Brown has set up a false dichotomy: it is not a choice between saving lives and saving livelihoods. We could do both. We should do both. We can do both. We can do better. ReOpen Oregon Now. God Bless America! And God Bless Oregon!”

Candidacy Announcement Video. Here is the transcript: Hi! I am Joanna Harbour and I am announcing my candidacy for US Representative for the 3rd Congressional District in Oregon. I have lived in Oregon since I was 12 years old. I am a former lawyer, who is used to representing and fighting for the interests of my clients. I am running to bring common sense back to Washington, D.C.
We are in a crisis. People and businesses are struggling and they need help. But instead the Democrats wasted time trying to use this crisis to get their personal agenda through, an agenda that has nothing to do with the pandemic, instead of concentrating on helping the American people. The democrats even want to start an investigation in the middle of pandemic, not the end of it, into the response in order to attack the President and try to affect the election. Now is not the time to work on anything other than handling the pandemic and getting aide to the people, small businesses, and even bigger businesses, as people will need jobs to return to when this is all over.
Once we have resolved the virus situation, then we need to work on rebuilding our country, cleaning up the government and ridding it of corruption. Thank God we had President Trump who was doing an amazing job on the economy prior to the crisis and he will do that amazing job again once this over. However, he will need good people in Congress, someone like me, to help get the job done. I will defend President Donald J. Trump against the baseless attacks that the democrats keep creating in attempts to destroy him. I will also fight to end sex trafficking and to assist the victims. I will work for logical solutions for affordable housing and the homeless crisis. I will fight to make the tax cuts permanent as the last thing we need right now is an increase in taxes.
