Update: His family has been found!
In a rare rule change this week, the US Senate unanimously voted to allow senators to bring children under the age of one onto the Senator floor. Senator Tammy ...Duckworth of Illinois then made Senate history the following day, when on Thursday she brought newborn daughter with her to cast a vote. She was greeted with a round of applause from her colleagues, many of whom crowded around to meet young Maile. After the rule change -- an unusual occurrence for the 229-year-old legislative body which hadn't made a change on floor privileges since 1977 -- Duckworth released a statement on Wednesday thanking her colleagues for “helping bring the Senate into the 21st Century by recognizing that sometimes new parents also have responsibilities at work. By ensuring that no Senator will be prevented from performing their constitutional responsibilities simply because they have a young child, the Senate is leading by example and sending the important message that working parents everywhere deserve family-friendly workplace policies."
Two weeks ago, Duckworth became the first US Senator in history to give birth while in office. Duckworth, who is a combat veteran and Purple Heart recipient who lost both legs when the Black Hawk helicopter she was co-piloting was shot down in Iraq in 2004, has said that her experiences as a working mother give her an important -- and underrepresented -- perspective in the halls of Congress. She has often sponsored or co-sponsored legislation to help parents and families, including bills focused on affordable child care, paid parental leave and other infant and maternal health issues.
Duckworth is currently taking a 12-week maternity leave but has stayed in Washington so she can return to the Senate as needed for close votes. While a few senators initially expressed concerns about opening the floor to newborns, several even suggesting that Duckworth could stay in the nearby cloakroom with the baby during votes, until it was pointed out that it's not wheelchair accessible. Ultimately, the entire Senate supported the change and many welcomed it, including Senator Dick Durbin who observed: "Senators who are new mothers or fathers should not have to choose between caring for infants and performing their Constitutional duty.... Perhaps the cry of a baby will shock the Senate at times into speaking out and even crying out on the issues that confront our nation and the world."
