Valero is requesting an amendment to Permit 2501A to increase levels of emissions in Manchester and Clinton Park. That would include an increase in the emission of HYDROGEN CYANIDE. Hydrogen Cyanide can be absorbed through the skin and inhilation and is a systemic poison that acts on the central nervous system. Valero will EXCEED THE SHORT-TERM HEALTH BASED EFFECTS SCREENING LEV...ELS BY 3X. It will also EXCEED THE LONG-TERM, LEVELS BY 2.4X
Valero Refining is located in an area surrounded by places of worship, homes and a City of Houston Public Park Hartman Park all of which are within 3,000 feet of the site.
Hydrogen cyanide is a systemic chemical asphyxiant. It interferes with the normal use of oxygen by nearly every organ of the body and can be rapidly fatal. It has whole-body (systemic) effects, particularly affecting those organ systems most sensitive to low oxygen levels: the central nervous system (brain), the cardiovascular system (heart
