Khalifa Haftar in Human Rights Watch's “Enabling a Dictator - The United States and Chad’s Hissène Habré 1982-1990”

Human Right Watch documented Khalifa Haftar as a CIA operative in their 2016 - 64 page report “Enabling a Dictator - The United States and Chad’s Hissène Habré 1982-1990”.

This PDF starting from page 45 – 52 notes Khalifa Haftar and his “Contras” in Chad with Chadian dictator Hissène Habré at the behest of the CIA. It details from news reports in English, Fren...ch and US State Department memos released to HRW through Freedom of Information Act - FOIA requests on the buildup of “Haftar’s Contras” as a US President Ronald Reagan’s bulwark against Muammar Gaddafi’s expansionism.

Although, denied by BOTH - the US government and Khalifa Haftar - this report and US DOS documents for which it is based and contained within - clearly demonstrate that Khalifa Haftar was working on behalf of the Central Intelligence Agency in an operation in Chad in the 1980s.

As Haftar’s “Contras” were a CIA Operation in Chad and due to forthcoming Libyan elections, perhaps Human Rights Watch (@hrw) & Reed Brody, the author (@ReedBrody) should post on Facebook these FOIA documents as indicated by red arrows for Libya to examine?

In this Al NAABA Television interview given after the 28th of July 2015 convictions in the Libyan trials of 37 - including Saif Al Gaddafi and Abdulla Senussi - legal participants on either side discuss the procedural issues of the case and overwhelming international condemnation of the Libyan justice system from among others the United Nations and Human Rights Watch. In the interview Siddek Al Sour, the Head of the Investigation Department for the Libyan General Prosecutors Office and Ahmed Nashaad, Lead Council for Abdullah Senussi and Bouzaid Dorda discussed the case concerning the issues of (1) Libyan legal procedures and laws in comparison to international standards, (2) the issue of a fair trial, (3) attorney freedom to contact his client, (3) the March 2014 law covering video link-ups, (4) rules of evidence under Libyan law, (5) international accusation of absentee defendants - who actually were released and did not show up and (6) the United Nations condemnation of the trial. The CONCLUSION of Ahmed Nashaad is that although he will appeal the convictions, with respect to procedures, Libya gave a FAIR TRIAL for his clients Abdulla Senussi and Abozaid Dorda. ICC APPROVED & RECONFIRMED SUPPORT FOR THE LIBYAN JUSTICE SYSTEM Do remember that the INTERNATIONAL CRIMINAL COURT ruled on the 11th of October 2013 and REAFFIRMED in July 2014 that Libya IS WILLING and ABLE to provide a fair trial for Abdulla Senussi. Transcript of The Democracy Now VIDEO interview: “The Intercept reports that what began as an investigation into Blackwater founder Erik Prince’s attempts to sell defense services in Libya and other countries in Africa has widened to a probe of allegations that he received assistance from Chinese intelligence to set up an account for his Libya operations through the Bank of China. The Justice Department is also seeking to uncover the precise nature of Prince’s relationship with Chinese intelligence. JUAN GONZÁLEZ: Yeah, Matthew, I wanted to go back for a second to the—to Prince’s connections and work in Libya, because Libya is essentially a failed state. There’s competing groups claiming to be the actual government, and not to mention all the other insurgent groups. Who was he working with in Libya? MATTHEW COLE: Well, it’s a little murky in terms of who he was working with. What we know about Erik Prince’s interest in Libya is that it began early on, almost—I believe it began by 2011, when—the fall of Gaddafi. But by 2013, he was in Libya, had come together with a proposal with a few partners to offer a complete Blackwater service for counterinsurgency. He wanted to bring stability into the East and wipe out the Islamists, who were gaining strength subsequent to Gaddafi’s fall. And initially, he had a difficult time finding the right partners. It was clear, when he was meeting with people, that he didn’t trust some of the factions that he was dealing with. I think it was—he wasn’t familiar with Libya—he’s certainly not an Arabist or an expert—and had a difficult time trying to figure out who was who. And ultimately what he did was he went after meetings trying to broker a deal with a man by the name of General Haftar, who is now the head of armed forces essentially in Libya, but who has lived in the—he’s a dual U.S. citizen, lived in the U.S. for a long time and worked with the agency, the CIA, for many years. And what he did was, over time, he changed his proposal, and the reason why was because in his offering of a group of European white mercenaries, non-Muslim mercenaries, he didn’t get a whole lot of takers. And what he was advised was that if you want to sell this program, what you need to do is give them something that was politically palatable. So what you need to do is you need to offer a solution to a problem that they currently have that they can’t seem to control, which was migration, the problem of migrants coming up through well-established, you know, lanes, if you will, routes, to try to get into Europe. And if you provide them with a border solution, that is something that not only will they accept, but you can probably get buy-in of the European Union, because the European Union, of course, is the one who receives the migrants on the other end. And so, come 2015, last year, where you had this crisis, a refugee crisis, as far as Europe is concerned, and certainly is very evident from the conflicts in the Middle East, they have all of these migrants washing up at their shores, and many of them get there from—leave Libya, regardless of whether they were from Libya. And so, now he’s starting to get a little bit more traction, because the—he wasn’t offering a mercenary force, he was offering a border control system. And what was—and, in fact, this is part of where our story began, in terms of where we picked it up, because what we were being told was, is that, yeah, he’s offering a border service, a border patrol, but what is really his intent is, is to build a mercenary force, and that this is just the fig leaf that allows him to do it, if he can sell this. There was a second complication, which is that Libyan government, because it’s essentially a divided government in a stalemate, something like a civil war, and it is a failed state, they’re financially frozen. They have a lot of money sitting in their central bank from all of their oil wealth, $150 to $180 billion, but no one will allow them to spend it, because no one’s sure which government is in power, and no one’s sure what—if whether the money being spent is legitimate. And so, Erik had this problem, which was he had the Libyans who were interested, but they couldn’t pay for anything. And so, the EU—partnering with the EU potentially was a way to get half of it funded from Europe and also to get the Europeans to help free up some of that money. And so, now Erik Prince was offering something, not just a mercenary force; he was acting as a banker. He was a real knight in shining armor for Libyan government officials who were sitting there with no money. And so, what we saw and what we could see from—and what our sources were saying was that what this was, was an opportunity, unlike the other proposals that he was offering, was the ability to be a banker for Libyan officials. And that is what started to get him into some real trouble.”

We thought we would share the retort from the source of our recent critique and the tweets that accompanied it.

Given that the UAE’s role in “Shadowy UAE base in Libya hosts attack aircraft and Chinese drones. New satellite images show the UAE is operating a small airforce out of a remote base in eastern Libya” - we thought it was important to retweet this particular article. Our article critiqued a recent assessment of eastern Libyan stablity under Mr. Heftar in Forbes....

It is an incomplete, thus inaccurate assessment of eastern Libya under Khalifa Heftar. So much so, it appears to be merely a self-serving statement for the pro-Heftar camp by a former US diplo + academic turned consultancy CEO. Further, as we document while weighing in on the UAE/Qatar ‘proxy war’ debate in Libya - the author failed to disclose in his Forbes article’s bio that he was employed for 2 years & 11 months to ONE side of that proxy war… that would be a UAE Government. In fact, he worked for TWO UAE government "entitites." You know, the primary benefactor for Mr. Heftar.

For obvious reasons, you would think this is relevant to disclose - but he CHOSE not to mention. As he did not - we did. It's our readers right to know.

As to the UAE:
It seems we are not the only ones who have noted the UAE infiltration in everyone’s affairs. Mena/Libya Expert Barah Mikail tweeted on the 24th of October that:

Allegations of human rights violations documented in videos, by Libya Al Mostakbal or by Human Rights Solidarity of Special Forces Commander Faraj Agayem in June 2016:

“We ask the military general prosecutor to come to us we have now physical liquidation cases we are looking at these cases at the right moment. We will release these cases to the media we know who kills and throw (corpses) in the dumpster. There are no Dawaish in Benghazi the Dawaish are the fighting points the...y are in Al Guarsha and Al Sabri. But those who arrest and put (people) underground for seven months we know who he is. And we know who kills in the name of the army and we have concrete evidence. But know we do not want create fights in Cyrenaica. If we release this to the channels (media) this will blow it from East to West. The issue is in our hands. The general prosecutor knows. The general attorney knows but the case cannot be released to the media because there will be fights in Cyrenaica. It is a big case there are innocent people who died and found in the trash until now we did not oppose (he could mean Heftar). But in the right time by God’s will I will tell my people in Benghazi and I will tell them who committed physically elimination in the last few months after the liberation of most of the areas of Benghazi.”

Khalifa Heftar’s “Tribal Relations” Advisor Incites Violence on the Tobruk Government's Official TV Channel

The significance of this video is it demonstrates the caliber of individuals that gravitate towards and surround Mr. Heftar. Setting aside the incomprehension of international law as it pertains to crimes against humanity, this man - in our opinion - is clearly ignorant. In language, mannerisms and intelligence - but most importantly from his call to incite violence - ...it demonstrates a persona of a thug.

Significant is that this video was recorded from the Tobruk government's official TV channel, "Al Rasmiya" - "Libya's Offical Channel". It was made recently – within days. So can we say that his comments are officially condoned by the Tobruk Government?

Our translation of “Khalifa Heftar's tribal relations man Belaid Shikhi” comments:

(0.24) “These are safe passages if these old women (used derogatory words) will bring their small Daashis (children) and get out to safe area and they will be provided with a fair trial all of them or they will be taking to Erdogan (Turkish president), their Godfather. We have nothing to do with these old (women) Dashis. An old Dashi will graduate (educate) everyday 10 older Dashi. We have nothing to do with them at all.”

(0:46) “This is a historical fact. Do not tell me about human rights or any other talk. Courtesy and other nonsense talk is not accepted by us. I am still talking to Daishi (women) to take their children and get out to a safe passage and they will be handed to the international justice organization or whatever it is called or human rights organization and this nonsense. Hand them over…If they want to stay with us (hesitating) they should not stay with us but they should go to Erdogan. But, whoever is above 14 years of age will no never get out alive…at all…at all (crowd cheering) be sure of this talk.. Anyone below 13 years let him out and hand him over to the concerned authorities. As for anyone who is above 14 years, he will never exit alive at all.”

Abdel Fattah El-Sisi discussing the “annexation” of a “neighbor” for “their oil wealth”

This is a recent video of the very, very, very candid Egyptian president Abdel Fattah El-Sisi discussing the “annexation” of an undisclosed “neighbor” for “their wealth”. His candor continues with the Egyptian president noting that time-is-on-his-side to pursue the objective. He also stated that justification for the invasion could be pinned on the Egyptian beheadings in “Sirte”. That would Sirte, Libya. So, should Libya be worried? We think so.

Khalifa Heftar made a video plea to International countries and companies for help. In exchange for their support, Mr. Heftar noted they would be assured “a place to deal with us to invest in Libya in all activities without limits.” One presumes he is talking about future Libyan Government contracts – that is, IF he remains in control. And that is a very large IF.

Our translation:
“There is oil in Ajdabya. We are in Libya for sure there are great capabilities (resources)... and such resources will be enjoyed by the Libyan people after quietness (peace) and then it will be enjoyed by anyone who will help us against Daesh and all kinds of terrorism wherever it is.

All these sides from countries and companies and anyone who will help us, he will for sure be in a place to deal with us to invest in Libya in all activities without limits.”


Posted on 20 August 2016 by Akakus, a Libyan channel, this excerpt screams echoes of Muammar Gaddafi calls during the 2011 Libyan Revolution and appears to be a sign of desperation.

A number of meetings take place in Abu Dhabi where the Franco-Emirati CONTACT PERSON is the Libyan ambassador to Abu Dhabi, Aref Ali Nayed. While the French intelligence service contributes its technical expertise, the UAE FINANCES the operation and, as Egypt’s principal financial backer, ensures the solid support of Cairo.

In operational terms, Paris has long-established relationships with the Zintan tribe which have been handled for many years by the DGSE. A former Mirage pilot, well-known in Franco-Libyan arms circles, has recently become very active for these operations. (See articles published in Intelligence Online’s sister publication Maghreb Confidential here). In the South, the DGSE has even older relationships. To watch over Fezzan, the service counts on the Saif Al Nasr clan of Ouled Slimane tribe, who has always been on good terms with Paris. When France ruled this region, between 1943 and 1956 the Saif Al Nasr clan was already its strongest ally in Sebha.

The communications operation of the French authorities, including the intelligence service itself, in the wake of the death of the three operatives, has raised a lot of questions. While the DGSE’s Service Action is normally deployed to carry out actions that cannot be officially accredited to the service, unlike those carried out by the French special operations service COS (Commandement des Operations Speciales), it is surprising to see the government admit to those operations just after the crash."
