For e.g.: "In the end it passed by a simple majority of 35 for and 20 against. Japan and other whaling nations voted against the proposal, which leaves the measures unbinding on them under treaty rules." Furthermore Japanese Government has already announced they'll return for the next 2 seasons under the JARPA III "research" in defiance of the IWC resolution.
Also research has many interpretation (e.g. http://wisconsinwatch.org/2014/07/ university-of-wisconsin-to- reprise-controversial-monk ey-studies/) > I've no doubt that the SC and Japan are not going to agree about the intention, outcome and method of its research. Why NZ delegates and the NGO's think a leopard will change its spots is a question for me.
Add that once the 2 yrs are past, lethal research will now be an accepted method of research in an sanctuary while before it was illegal.
