A portion of the Sentencing Reform and Corrections Act, if passed, would transform how the BOP tries to prevent people from reoffending using statistical analysis to classify offenders.

"If this bill passes, or other states embrace the push toward predictive law-enforcement tools, prisoners will suffer the consequences of crimes they have not committed. They will do so based on a statistical model, rather than the decision of a judge or a jury of their peers."

In a new letter to party leaders, civil rights groups write:

“As you convene to set your respective policy agenda, we urge you to include reducing mass incarceration, while increasing public safety, as part of your party platforms."

"In a speech last week to a group of New York lawyers, a federal judge from Brooklyn assailed the criminal justice system in which he has worked for more than 40 years, saying that the country had to “jettison the madness of mass incarceration” and find an alternative to overly punitive sentencing to address the problem of crime."

The new education and work training initiatives will link colleges and universities to 141 correctional facilities, in hopes of educating about 12,000 prisoners. The program will also make Pell grants available to people in prison who wish to further their education.
