🟠2020թ. նոյեմբերի 30-ին Իսպանիան հայտնել է Եվրոպական խորհրդի և ԵՄ խորհրդի Գլխավոր քարտուղարությանը ՀԸԳՀ վավերացման համար անհրաժեշտ ներպետական ընթացակարգերն ավարտին հասցնելու վերաբերյալ։
