UPDATE ON EASTERN VISAYAS HEALTH SITUATION RE: COVID-19 AND DENGUE FEVER

Kagabi, August 12, 2020, ang naiulat na kabuuang kaso ng COVID-19 dito sa rehiyon 8 ay 1,363 kung saan 55 ang panibagong naitalang kaso. Ang total recoveries naman sa ngayon ay umabot na sa 927 (68.01%). Kung titingnan ang ating mga datos, nasa 432 (34.40%) ang ating mga aktibong kaso na pawang naka-quarantine sa mga Community Isolation Units o sa mga Temporary Treatment and Monitoring Facilities (TTMF) at ang iba naman ay admitted sa hospitals.

Sa kabuuang kaso ng rehiyon, 614 o 45.05% ang naitala ng Leyte Province; 299 o 21.94% sa Samar; 169 o 12.40% sa probinsya ng Southern Leyte; 79 o 5.80% ang naitala naman sa Tacloban City at Ormoc City; 60 o 4.40% sa Biliran Province; 46 o 3.37% sa Northern Samar at 17 o 1.25% naman sa Eastern Samar.

Ang mga lugar naman dito sa ating rehiyon na may local cases ay ang sumusunod: sa Leyte (Tacloban City, Palo, Carigara, Tanauan, Barugo, Matag-ob, Ormoc City at Dulag); Samar (Basey, Villareal, Calbayog City, at Catbalogan City); Eastern Samar (Lawaan at Giporlos); at Biliran (Almeria). Ngunit hindi ito nangangahulugan na malawakan ang transmission of cases at hindi dapat ekonsidera na lahat ng tao na manggagaling sa isang munisipyo na may local cases ay dapat mag-undergo ng quarantine dahil tukoy pa naman ang source o ugat ng infection.

Ang mga nasabing lugar na may local cases ay may mga history ng exposure sa mga nagpositibo sa COVID-19. Sila ay kasalukuyang naka-quarantine at ang ating mga LGUs naman ay kasalukuyang nagpapatupad ng pina-igting na contact tracing at striktong pag-implement ng mga health protocols.

Regarding sa health status ng mga kumpirmadong kaso, 1,167 (86.56%) ay asymptomatic, 189 (13.86%) naman ang mild, at 8 (0.59%) ang severe cases. 69 naman sa ating mga kaso ay hospitalized.

For the past week, ang naitalang mga panibagong kaso ng COVID-19 ay 91% lower kumpara sa naunang lingo na 316 cases. Sa kabuuan, majority dito ay mga Locally Stranded Individuals (LSIs) na may 614 (45%) na galing sa iba’t ibang lugar sa labas ng rehiyon.

Ang DOH-EV CHD ay nais din ipa-alam sa publiko na may naiulat tayong panibagong kaso ng pagkamatay ng ating COVID-19 case. Ito ay sina EV-1217 at EV-1296.

Si EV-1217 ay 80 years old na lalaki from Ormoc City. Sya ay isang uncoordinated LSI. Dumating sya sa Ormoc ng walang abiso sa LGU. Nagdevelop sya ng sintomas tulad ng difficulty of breathing noong August 6 at agad syang trinansfer sa isang Community Isolation Unit na may Doctor. Siya ay namatay noong August 7, isang araw bago lumabas ang resulta.

Samantala, si EV-1296 ay isang 74 years old na babae na taga Dulag, Leyte. Sya ay walang history of travel and exposure at may pre-existing condition, at na-admit sa isang pribadong hospital noong August 6. Nagpositibo sya noong lunes, August 11, 2020, ang araw din ng kanyang pagkamatay.

Sa kasalukuyan, nagka-conduct ng contact tracing at further investigation ang LGU ng Ormoc at Dulag pati na ang DOH hinggil dito habang inaatay natin ang opisyal na report galing sa hospial.

With the increasing trend of COVID-19 cases in the region, ang DOH at ang ating pamahalaan ay mag ii-implement ng stricter enforcement of localized lockdowns at ang CODE o ang Coordinated Operations to Defeat Epidemic. Ang CODE ay patient-and-community-focused kung saan ang DOH ay mag- aassist sa mga LGUs through community engagement activities to promote preventive behaviours at para na rin ma-address ang pagtaas ng ating mga kaso sa pinaka-ugat o source nito.

We are calling for the cooperation of the different government agencies and the public. Hindi ito laban ng iilan lang. Sa panahon ngayon, kailangan nating lahat kumilos. Kinakailangan natin ang whole-of-government, whole-of-sytem, whole-of-nation approach. Magtulungan tayong lahat at maging BIDA Solusyon kontra COVID-19.

Ugaliin nating maging BIDA. Ito ay pag-adopt ng minimum health standards as behavioral lifestyle tungo sa new normal. The acronym “BIDA” stands for B – Bawal walang mask! I – Isanitize ang mga kamay, iwas hawak sa mga bagay! D – Dumistansya ng isang metro! at A- Alamin ang totoong impormasyon. Sa pagsunod nito, mababawasan natin ang transmission ng virus up to 96%. According to recent studies, ang pagsuot ng mask can reduce transmission by 96% kung N95 ang inyong gamit at 67% naman kung surgical mask or medical mask. Samantalang, ang physical distancing by 1 meter ay maaring makabawas ng chance of transmission ng virus by 82%. Tumataas ang protection as distance is lengthened. Ang face shileds naman ay pwedeng gamitin complementary sa face masks para ma-reduce ang transmission ng virus. Pero ating tandaan na ang face shields ay hindi dapat i-substitute sa face masks. Ito ay dapat gamitin kasama ng face mask.

Sa isang banda, hinggil naman sa update ng kaso ng Dengue Fever dito Region 8, a total of 4,309 cases of Dengue Fever have been reported from January to August 10,
2020 with nine (9) deaths (Case Fatality Rate of 0.21%). This year’s number of cases is 73% lower compared to the same period last year which is 16,238.

The Province with most reported cases is Leyte (2,194 or 50.9%), followed by the following provinces: Southern Leyte (592 or 13.7%), Samar (536 or 12.4%), Biliran (416 or 9.6%), Eastern Samar (298 or 6.9%), and Northern Samar (281 or 6.5%).

There are no new recorded death for Dengue Fever for the last month. Still, the nine (9) deaths recorded are from the following areas: Abuyog, La Paz, Ormoc City, Baybay and Tacloban City in Leyte; Giporlos, Arteche, Gen. Macarthur in Eastern Samar; and Tagapul-an in Samar.

2. Seek Early Consultation: Mag pakonsulta kung ikaw ay makaramdam ng pabalik balik na sintomas sa loob ng 2-4 araw gaya ng mataas na lagnat, pananakit ng ulo, pagsusuka at diarrhea, pananakit ng katawan at kasukasuhan at higit sa lahat rashes.

3. Self-Protection: Protektahan ang sarili sa pamamagitan ng paglagay ng mga insect repellant o pagsuot ng damit mahahba ang manggas o pants.

4. Say yes to fogging activities when there is clustering of cases.

Total recoveries for now have reached 927 (68.01 %). If we look at our data, our active cases that are quarantined in Community Isolations are at 432 (34.40 %) Units or Temporary Treatment and Monitoring Facilities (TTMF) and others are admitted in hospitals. In total cases of the region, Leyte Province recorded 614 or 45.05 %; 299 or 21.94 % in Samar; 169 or 12.40 % in Southern Leyte province; 79 or 5.80 % was recorded in Tacloban City and Ormoc City; 60 or 4.40 % in Biliran Province; 46 or 3.37 % in Northern Samar and 17 or 1.25 % in Eastern Samar. The places in our region with local cases are the following: in Leyte (Tacloban City, Palo, Carigara, Tanauan, Barugo, Matag-ob, Ormoc City and Dulag); Samar (Basey, Villareal, Calbayog City, and Catbalogan City); Eastern Samar (Lawaan and Giporlos); and Biliran (Almeria). But this doesn't mean that the transmission of cases is wide and it should not be considered that all the people coming from a municipal hall with local cases should undergo quarantine because the source or root of infection is determined. The said places with local cases have a history of exposure to those who tested positive for COVID-19. They are currently quarantined and our LGUs are currently implementing enhanced contact tracing and strict implementation of the health protocols. Regarding the health status of confirmed cases, 1,167 (86.56 %) are asymptomatic, 189 (13.86 %) are mild, and 8 (0.59 %) are severe cases. 69 of our cases are hospitalized. For the past week, the recorded new cases of COVID-19 were 91 % lower compared to the previous week of 316 cases. Overall, the majority here are Locally Stranded Individuals (LSIs) with 614 (45 %) from various areas outside the region. DOH-EV CHD also wants to inform the public that we have reported a new case of death of our COVID-19 case. This is EV-1217 and EV-1296. EV-1217 is a 80 years old man from Ormoc City. He is an uncoordinated LSI. He came to Ormoc without LGU notice. He developed symptoms like difficulty of breathing on August 6 and immediately transferred to a Community Isolation Unit with a Doctor. He died on August 7, a day before the results came out. Meanwhile, EV-1296 is a 74 years old woman from Dulag, Leyte. He has no history of travel and exposure and has a pre-existing condition, and was admitted to a private hospital on August 6. He tested positive on Monday, August 11, 2020, the day of his death. Currently, the LGU of Ormoc and Dulag conduct contact tracing and further investigation as well as DOH regarding this while we await the official report from the hospital. With the increasing trend of COVID-19 cases in the region, DOH and our government will implement stricter enforcement of localized lockdowns and CODE or Coordinated Operations to Defeat Epidemic. CODE is patient-and-community-focused where DOH will assist LGUs through community engagement activities to promote preventive behaviors and also address the increase in our cases to the root or source of it. We are calling for the cooperation of the different government agencies and the public. It's not against the few. Nowadays, we all need to act. We need a whole-of-government, whole-of-system, whole-of-nation approach. Let's all work together and be a STAR Solution against COVID-19. Let's make it a habit to be a HERO. This is adopting minimum health standards as a behavioral lifestyle into the new normal. The acronym ′′ STAR ′′ stands for B - No mask is allowed! I - Sanitize hands, avoid holding things! D - Keep a distance of one meter! and Will-Know the real information. By following this, we can reduce the transmission of virus up to 96 %. According to recent studies, wearing a mask can reduce transmission by 96 % if you use N95 and 67 % if surgical mask or medical mask. Meanwhile, physical distancing by 1 meter may reduce the chance of transmission of virus by 82 %. Protection is increasing as distance is prolonged. Face shields can be used complementary to face masks to reduce the transmission of virus. But let's remember that face shields should not be a substitute for face masks.
