Hong Kong Cabin Crew Federation (HKCCF) is extremely disappointed with the reply made by the Acting Chief Operation Officer (Security) Miss Amy Poon. The reply given was again in a bureaucratic manner which has outrightly avoided the questions and concerns raised by us and the general public.
In the reply, it stated that the HKSAR Government has attached great importance of Aviation Security and endeavor to ensure the Aviation security measures of Hong Kong Int...ernational Airport will comply with the relevant requirements of the International Civil Aviation Organization (ICAO). A vacuity line on the general concept in handling the hold luggage and carry-on cabin baggage was given but there was no distinct answer that stipulate the Standard Security procedures on carry-on cabin baggage that will be carried into the aircraft. Thus, our stressed demand for a clear and precise answer on the security procedure for carry-on cabin baggage left outside the restricted area was being ignored again.
We understand that you are due for your retirement in May and you must have a tight schedule. But being the current Director of HKCAD, you are duly bound to safeguard the Sky of Hong Kong during your service. Therefore, our safety and security concerns raised shall be put on your top agenda. HKCCF has reiterated to you that our focus has always been on your statement made. Your response given in Legco in relations to the incident happened on the 28th March 2016 was found to have huge discrepancy from what we are trained to follow and thus would deviate from the ICAO and IATA standards. To play a good part in the Aviation industry, all of us must do all possible to ensure safety and security are fully upholding and nobody shall compromise at anytime. HKCCF is aiming for a clear definition and implementation rules that shall be set for every fellow Aviation frontline staff to follow. While we do appreciate Miss Poon's attempt to reply, however, we do not think it is appropriate for you to assign someone else to give an interpretation on what you have said or answer on your behalf. We also considered the request made in the reply asking to hold the meeting only after your department has obtained report and further information from AAHK is irrelevant as our aim is not on individual case only.
In regard to the procession of the investigation, since ICAO stipulates a clear guideline that CCTV recording at the security screening area shall be kept for record for at least 28 days, HKCCF strongly advise you to obtain the CCTV record from AAHK with no further delay and have it safe keep, so as to ensure the investigation and evaluation can be conducted in a fair and justice manner.
For HKCCF who represents majority of the locally employed Cabin Crew, we are being empowered by them to obtain an answer from you immediately. Therefore, we are demanding you to set a date for an urgent meeting with us to resolve the issue that has pestered the community for long.
An open dialogue is the key to address the issue and ease the worries of all the Aviation workers and General Public of Hong Kong. HKCCF urges you to act promptly to avoid situation from deteriorating further.
