BACKGROUND: Gottheimer's Problem Solvers Caucus (½ R and ½ D) developed rule-change proposals for the House of Representatives this year. These are not obtuse procedural issues: they determine what laws the House votes on, how they can pass, as well as selection of the speaker. Pelosi has committed to rules changes to make the process more little (d) democratic, but has not committed in writing too all of the caucus's demands. Many Democrats have expressed concern that adopting all the caucus's rules would make it difficult to address core Democrat issues like healthcare and climate change.
