On 12 August 2016, the State Service for Special Communications and Information Protection of Ukraine (SSSCIP) officially noted that the developed software complex “Unified Register of Declarations of Persons Authorized to Fulfil State and Local Government Functions”, as a result of expert deliberations, would not be issued the certificate.
Therefore, the software system launched on 15 August 2016 functions in test mode, awaiting full certification. The system continued to run in this test mode yesterday, 19 August 2016. In accordance with technical regulations of Ukraine, usage of software in test mode allows users to authenticate through test e-signature keys and submit the test declarations.
The NACP technical specialists reviewed system logs and confirmed to us that the system was not hacked yesterday.
