Պայմանավորվածություն ձեռք բերելու հաջորդ օրն իսկ դրանց այսպիսի աղաղակող խախտումը դառնում է հիմնավոր պատճառ՝ պահանջելու, որ հայկական կողմից տարածքային զիջումների վերաբերյալ կետերի կիրարկումը պետք է առկախել՝ մինչև խնդրի կարգավորման ԵԱՀԿ ՄԽ ձևաչափ վերադառնալը և այդ ձևաչափում վերջնական երաշխիքների հաստատումը։

On November 17, the Human Rights Defender of Artsakh released a statement acknowledging that nationals of the Republic of Armenia and Artsakh had disappeared on the Goris-Shushi highway on the 11th of November. As it later turned out, they had been captured by the Azerbaijani forces.

By abducting peaceful civilians, Azerbaijan breached the political agreement on a ceasefire the very next day. The agreement provided guarantees for the safe movement and transportation of civilians and goods. The very next day after reaching an agreement, such outrageous violation committed by the Azerbaijanis becomes a valid reason to demand that the implementation of the provisions on territorial concessions by the Armenian side be suspended until the restoration of the OSCE MG settlement format and the confirmation of the final guarantees within the frames of the given settlement format.
