of knowledge and information that was available to the legend but the issues are the same we were about here politicians water quality issues uh issues having to do with health care uh science in all of those areas so they said of issues has changed all that knowledge has change and over the years of politics is change and you are right smack in the Middle of the most important things that we dealing with each and everyone of you and the work that you're doing in the Legislature and your background I have is a It's actually really great to see what's happen we put together his Council over some idea that maybe if we talk all the universities that are the major universities and research universities in California and we brought them together and said why don't we work together in a collaborative way to try to advance the science that Ben would be available for the policy making in the stubble to walk it's it's continue 30 years it's been growing over time we have a great car Position with your current director about where you are today about what's happening and here you are not just now but some of you for five years of out here with elsa for five years ago and you're pretty into the policy arena into the decisions that are being made about what is going to happen in California on all those critical issues and you're there and you are applying all of that knowledge you acquire your school and the experience that your package again the baby years your fellows you're you're around follows from the past your current fellows it exciting I believe it From farm here place that really values science they really want to have that rounding of information so that the policy somehow fits with the reality of the world in which we live uh I work in Washington and I gotta tell you it's different it is exactly the opposite the current administration eve ph Um even though some indications for part of agriculture uh he's not willing to acknowledge the fact that we must make decisions based upon scientific evidence that President God help us uh denise science not just climate change but tonight science as a foundation for the reality of the world the investigation of the in which we live in the understanding of it and therefore the policies that address those complex issues and you know What are you science I guess he wants to use something bouncing through is rather scattered find to make a decision and that's found its way down into the uh very administrative bodies and the epa oh my God the fundamental agency that is in place to protect the environment in all aspects of of the land to the water to the air We have a cpa director that is going to exactly the wrong direction goodnight signs and in many many ways removing the regulations that protect the air land and water and therefore they help short term and long term of human beings and the planet on which we live most recently Department of agriculture and this is a big surprise Department of The culture saying don't use the word climate change use that word extreme weather Come on back come on if there's ever an Organization that is in the front lines of climate change agriculture the shit all across this nation in the 19 nineties ours deputy Secretary of the Department of interior I got a call from a President Clinton said outdoor wants to make with you and five other deputies uh the number two and and the agencies Department um defense Each Commerce Treasury am not and you guys are going to develop the American policy for the kyoto climate change conference okay you are will be there we spend a year now and I have the Department of interior us geological survey fishing wildlife uh parks all of these incredible organizations okay she's with us the and I About a couple of things we learned yeah terribly important we're gonna see radical changes occur as the temperature increases we knew that the arctic ocean where would share it with about and guess what it's seriously building and we would say that for us die as the changes and the most and could move with move as the guys the force moved up the mountains guess what's happening California the forest to dine at the lower elevations so it's been Predicted and now we got a President and we have an administration says now I know it's not happening it's the three puppies who have so use go it is absolutely critical that the work you do in form policy and for the California Legislature and the governor they are pushing back help them push back give them the knowledge foundational knowledge for which to push back against the administration of Washington and help us Food is the information coming out of your work uh those of you that are in the Legislature talked about this piece of legislation yes push back and it's not just the environmental sciences it's the healthcare sciences we've got things we can do we've been working on who put the neuroscience which I hear they're all science no sides to it during our science we got a serious neural science bomb obviously to be on the issue how do you do That alright you know the person said we're just gonna do a lot force right at doctor work we've been doing that for 30 years 40 years that's not the answer we need to figure out the rest of the answer to that some of its cuming sides the way which the body becomes a different or not so all of those kinds of questions and talking to couple of doctor so yesterday they said give us a law that restricts our ability to This ride will this give us that long so that we can push back against people that are asking for more and more opens so they're giveaways that policy picture and it is we also know that on the neurological side of it we're gonna bankrupt healthcare in America because of all times and dimension we know that I talk about on the floor of this at the Senate or the House all the time what can Can do about increase the research we turn to research from applied for about 500 million dollars a year to just under a billion dollars a year we wanna ramp it up to a couple of million dollars a year and we're making progress with understanding the human mind that you work this what you're doing so on the policy side of it take your experience drive the issues here that will help us drive the issues in Washington so you know it's 30 years on it's exciting it is wonderful that you've taken the Third eye science background the years you spent getting your ph days and then applied it directly now I want all of you to come to work with me I chairman of this baby health and welfare Committee 19 78 to eighty four and during that very time we're trying to figure out how to provide for people trying to figure out the the technologies to do that and the records medical records and stuff that is same issues with with today how do you provide Coverage what's the best way to provide the medical services uh and that's going on with the years uh using the best people that we have available uh in the medical insurance healthcare healthcare sector early 19 90 91 when I became infected insurance Commission we set out to develop a universal single payer healthcare system for California it's in the textbooks as agent history medicine that experts today and we actually put together and now it's Happy ending for the Legislature uh there are and in that process that's really where we need to go as a nation and as we look at the issue of uh of healthcare the kind of Congress does not know healthcare and healthcare payment systems they don't know the insurance systems and some of some very serious errors were made uh The affordable care act Obama care was step in a direction to the essentially what we've been doing since 19 40 5678 when we establish their employer based healthcare system and health insurance and so it affordable care act is an extension of that with all the products that are forces trying to find a way to deal with a very complex inefficient mechanism Hi baby what's your passion with three 20 million Americans have insurance uh and it works uh and it is to be approved Republicans decided that moment that past but the moment we started the debate to post even though it for double care act is a Republican program developed by the heritage and you okay yeah that's it uses my round it's a very Some other National expansion of what they wanted to do and then they didn't wanna do it okay but they made it political issue out of it an extremely successful success under Republican happen beginning of two thousand 10 was one of the more remarkable political efforts and if any of you are into pop into your flavor science it's well worth studying combat game plus other Republicans rejected the wrong plan with the other direction and made it a very successful political issues so much so that they want to Congress The month the Senate and then they won the president's largely based upon that ball political ever fascinating and extremely successful to the detriment of America so when America woke up and looked around and said oh damn shit no oh yeah yeah I understand that affordable care act work not just with the 20 million people that got on but also for everybody else because some of them more traditions problem in the healthcare and sure The system or eliminate preexisting conditions God kids being able to stay on their parents policy 26 uh the end up the uh maximum payments lifetime events all of those things God uh and what the public understood that those protection that were there for everybody including seniors on Medicare they said go away and you're not gonna take that away from me and so Legislation once the public understood what was happening have about baby less than 20 percent support across the nation and it's something God because the American public system and fun Now what are we going to here uh hopefully and I think this should may very well happen we will take up the issue of and how how to to improve and affordable care act and there are numerous ways it can be done one such way is actually being God in some of the more conservative station and has to take the medicaid Medicare Alan California take the medicaid program and allow the States to experiment with every within a range of uh criteria Up to provide the care you have to picture that access is available to care is there but you can experiment with different ways of providing and there are clearly ways that you can substantially reduce the cost of health care so what early detection diabetes heart disease high blood pressure things that lead to very expensive delegated long-term illnesses get to America manage goes through time this is actually happening and very smart security of their nation and California is moving towards that so those are your healthcare push push those kind of programs that provide continuity of care early detection and management of that overtime usually done by a social worker I try a doctor by social worker make sure you take your medicine are you over consuming or whatever the problem might be substantial reduction of those of you that are either be haven't Canada big gap is You said this 78 percent of the cost is found in 10 to 15 percent of the population I'm probably true what is that how do you deal with those problems that's what we need to do consciously provide flexibility for the States California addition to experiment to try to fix by the way something I try to do at 19 eighties or approach early 19 H was opposed by my liberal friends I said everybody has to have skin in the game and halftime dedicate better count You gotta go to the doctor you're gonna pay two bucks before you shoot that was five bucks now whatever the numbers go through the big dad and find out how true goes on so you know has ways of providing happiness um studio with the cost factors will see what happens I take on it is that we need to move to a single payer universal health care system which we have the most expensive part of our population it's called Medicare it were As always sees the same all across the nation same politician fame benefits it's no number for adults but for children and adults in between in addition able we go on and it works keep this in mind if your in the healthcare there are two fundamental question healthcare and you got to deal with them separately they're connected what is collecting the money money and bills Medicare does that with a tax system that pays the bills either with the for service or a caffeinated system right The insurance system doesn't lawson they do it with cravings and those of you there and do this do a study which one is more efficient I tell you right now the answer pimping yeah okay and medicaid for more efficient your not taxes and very efficient way to raise money a premium it's not just considered advertised Conditions trashes okay that's once I pay the bills which one doesn't take both do it through all and in fact water Medicare is now managed by health insurance companies are innovators crystal and figures that then you got the delivery Center and American we have every conceivable delivery system you can imagine some are good some are fishing summer bathroom they very that's why people choose which they wanna go wanna go to cut your fine you wanna go to doctor the box that's good too and that's on the delivery side that's a whole other question Obviously they're connected so when you you doing policy remember there are two parts of this system I gotta tell you time which is absolutely no idea and so it's got screwed up on time next worship yes um expert different parts of their their careers of different wondering you know what's your experience but seeing Hey They we're using different go when looking to suggest for years as an individual sure short words working as Asian I think it's as individuals and me and you know we can go into contact with the lobbyist with you go the eleventh round we go into executive 23 years of all of your fashion we're gonna feel that your passion may be just what you are starting to get your ph maybe your sick of that you wanna go some place else that passion is by the follow your passion and then the energy will be there and the dedication uh what's the best way to do it walking through the swarm and I just want to through it and try different things to come to and uh maybe it's uh huh yeah Organization has as a research and Or maybe it's you doing over there Legislature uh and whatever other field and where you are able to apply your passion which changes to life and even To all the turners occur logical science sapphire and other transportation or smart cars whatever um and it really ch each one has a critical and important opportunity where everyday is uh stafford um help with the services or in the appropriations process and the message of what I never thought that idea politics my wife and I graduated from berklee time about what we're gonna be school I was gonna go play football I was pretty good football show your College and uh yeah open graders in that cowboy shit we're gonna drive to Used them during the season my senior gonna draft him and I asked my wife to marry me and she said I love the very you know all of that but I'm going to peace good you're gonna go play for him but I don't think this is gonna work some off up that's gonna be scorching push push beautiful and actually two years where doctors need to be uh yeah give the County Council on science and technology three years ago and you have only a very free snapshot of where we're at today what would your vision be For the next 30 years of how you can be licensed to this quasi do you have any big goals for what would like to see how much are dozens of Organization for the science and technology for your consultation for the fellowship Um I think you're on track I think you're you're attracted organizations evolve overtime there is nothing that static including the American constitution not static it changes over time if you gotta go my my good yeah yeah so uh keep in mind that's a vision and the call vision to go to use science for public office We can dot it mind over time and all keep the universities of all the research universities and others that maybe uh basically the research in person with barge everything from neuroscience to political science and in between sociology understanding the nature of our society the changes changes Center great dramatic changes group in our society so you know all of that information becomes critical in the public Policy arena here in California and beyond but how many bills actually passing here that effect which goes on Washington vancouver's some of them art and tell us what to do places of legislation that's important it's really important because I put pressure on this is so anyway overtime what is the golden goal what is is the mission mission is to bring to the public policy pull button correct your life for not correcting uh great chance to public policy here in sacramento and I say Uh science oh which So many forms the process and be flexible over time uh you got a constant up for the money to support it work closely with universities so that you are producing something useful to the University have retires stretch your stuff if you got it flaunt it was kind of things are very very important for people to know so that the policy makers at the from each same thing with the National Institute of health money be be taking taking out out some of those happen to be research program sport universities and other research organizations but yeah that for the National science foundation National health um and that can support The Hey dentistry is they're getting so you pull how different some are task is to make sure your task is to make sure that there's probably fresh to maintain Um we're Super major fun home this is a very very important home Other country really work because the issues that we ought to be the on as a nation of our baby
