Sent to the Chula Mayor and City Council members this date:

I would be most appreciative if you and the rest of City Council members could explain to me and the rest of the tax payers in our community how you allowed the Sweetwater Authority to get away with the robbery currently going on in our community.
I would really like to know how my water billing increased to almost twice as much as my last bill while my water usage decreased. I am also curious as to why I am now paying more fees monthly for services than I am for the amount of water I am using. For your information, before you respond that I must be using too much water, my household used 7 HCF during the last billing cycle. That equates to only 84 gallons of water per day.
I also see notification in this month's billing that the water charge will increase another five cents per HCF beginning in January 2016.
I am hopeful you and the rest of the council are not aware of what's going on and that's why you haven't taken action the reign in these outrageous practices of the Sweetwater Authority.
