Philippines’ first survey ship to arrive nexth month

The Philippine Navy (PN)’s first survey ship, the BRP Gregorio Velasquez (AGR-702), is expected to be home by the third week of June. This was disclosed by PN spokesperson Capt. Lued Lincuna in a message to the PNA Saturday.

“She (BRP Gregorio Velasquez) is expected to be in the Philippines by third week of June,” he added.

The ship, after being transferred and commissioned to the PN, left San Diego, California last April 26 and arrived in Hawaii last week.

She is expected to leave Hawaii for Guam anytime soon.

Aside from helping the country’s vast maritime domains, the BRP Gregorio Velasquez (formerly the US research vessel Melville) will also help develop the PN’s anti-submarine warfare (ASW) capability.

“Aside from its primary mission, AGR-702 would also be a valuable platform in reviewing our anti-submarine warfare capability,” he said.

Lincuna did not give specifics on this but the PN is in the process of developing its ASW capability after signing a contract to acquire two AW-159 “Wildcat” anti-submarine helicopters with AgustaWestland last March.…/philippines-first-survey-ship-t…/5657

Duterte plans to sell BRP Ang Pangulo

Soon-to-be seated president Rodrigo Duterte said he will be selling the presidential yacht BRP Ang Pangulo. He said, May 15, that proceeds from the sale will fund veterans, improvement of hospital facilities, and doctors’ salaries so they won’t need to go abroad for higher paying jobs.

Former President Cory Aquino first tried to sell the said presidential yacht but was not sold.

According to the official website of the Office of the President, BRP Ang Pangulo was obtained during the administration of Carlos P. Garcia as part of the war reparations given to the Philippines by Japan.

President Macapagal, on December 31, 1961, removed it as the flagship of the Philippine Navy. In trying to stay true to his platform of simplicity, President Macapagal never sailed on the ship and used a different ship for his sea-bound missions.

The ship was again renamed during the Marcos administration as RPS The President. It saw the most number of engagements during this administration. Reportedly the site of many lavish parties of the Marcos family, it served as a venue for entertaining VIP guests.

President Cory Aquino tried to do away with all the lavishness and extravagance of the previous administration. The ship was also costing the government P400,000 a month simply to maintain it. On September of 1986, the President put the ship up for sale for $5.5 million, but it was not sold.

President Fidel V. Ramos, during his term, entertained Chinese President Jiang Zeminin on this yacht.

When President Joseph Estrada took office, he had the yacht extensively refurbished. The ship served as a venue for presidential events and as a mobile office for the president. On trips to Mindanao, President Estrada would sail using the yacht, functioning as a mobile Malacañang in the south.

In 2006, the presidential yacht caught on fire while it was undergoing repairs in a Batangas port. The ship reportedly incurred only minor damage. After refurbishing and repair, President Gloria Macapagal-Arroyo, on March 6, 2009, again changed the name of the yacht to the BRP Pag-Asa.

Philippine-Brazil Defense Cooperation Agreement under negotiation

Philippine Ambassador to Brazil Jose D.R. Burgos has met with Undersecretary of National Defense Fernando I. Manalo during the ambassador’s recent official consultation meetings in the Philippines in April 2016. They have discussed the pending defense agreement and the aircraft acquisition from Brazil’s Embraer aircraft manufacturer.

The Department of National Defense is currently in process of acquiring six Close Air Support Aircraft with Embraer’s Super Tucano as the strongest contender.

The Department of Foreign Affairs said that during the meeting Manalo was informed about the efforts of the Philippine Embassy in Brasilia to develop further areas of defense cooperation between the Philippines and Brazil including the pending Philippine-Brazil Agreement on Defense Cooperation, the Philippine Air Force’s aircraft acquisition from Brazil’s Embraer aircraft manufacturer, and the West Philippine Sea among others.

“The Ambassador’s meeting with Undersecretary Manalo signifies the continuing efforts of cooperation between the two agencies in furtherance of the country’s security and defense interests,” DFA said.

“The Brazilian Air Force has offered Air Safety and Control Tower Operations for Officers of the Philippine Air Force while the Brazilian Army signified willingness to have joint Jungle Warfare Training with the Philippine Army,” DFA added.

Moreover, the Brazilian Navy is interested in exchange of training programs with the Philippine Navy, Coast Guard and Merchant Marine Courses as well as Brazilian middle and senior military officers taking up Masters in National Security Administration at the National Defense College of the Philippines.…/philippine-brazil-defense-coope…/5596

US awards contracts for Cessna aircraft surveillance systems involving Philippines

The United States government through its Defense Department has entered into couple of contracts that involve pseudo foreign military and foreign military sales to the Philippines. The contracts are with North American Surveillance System and L-3 Communications Corporation.

The contracts also involve pseudo foreign military and foreign military sales to Chad, Cameroon and Niger.

“North American Surveillance Systems, Titusville, Florida, has been awarded a $39,983,647 firm-fixed-price, undefinitized contract action. Contractor will provide modification and integration of intelligence, surveillance and reconnaissance capabilities into Cessna 208B aircraft, training, and field service representative support,” US Defense department said in a press release dated May 9.

“L-3 Communications Corp., doing business as Communication Systems West, Salt Lake City, Utah, has been awarded a $14,185,927 firm-fixed-price, undefinitized contract action for Cessna 208B intelligence, surveillance and reconnaissance (ISR) program production of ISR capabilities and spares,” it added.

Fiscal 2016 Section 2282 and counter-terrorism partnership funds are being obligated at the time of award for both contracts.

Philippine Navy's lead SSV sails towards home

The first strategic sealift vessel (SSV) on order for the Philippine Navy (PN) has departed Surabaya and is now on its way towards Manila, a PT PAL official told IHS Jane's on 9 May.

The landing platform dock-like vessel, which will be the future BRP Tarlac (601), was sent off on the previous day in a ceremony presided over by Indonesian vice-president Jusuf Kalla and representatives from the Philippine government.

Tarlac is the first of two SSVs acquired under a contract worth USD92 million signed in June 2014 between PT PAL and the Philippine government. The vessel was launched in January 2016 and began its first sea trials in April the same year, according to PT PAL.

The platform features an overall length of 123 m, an overall breadth of 21.8 m, and a draft of 5 m. The ship can accommodate a crew of 126, and has a lift capacity for 500 troops. It can also carry up to two 23 m landing craft utility vessels in its well dock, according to specifications provided by PT PAL.

A company official IHS Jane's spoke to in March 2016 during a visit to PT PAL's shipyard in Surabaya confirmed that Tarlac will be delivered to the PN without any weapons attached. However, the vessel has been designed to be armed with one 76 mm gun on the foredeck as the main armament and two stern-facing 25 mm guns.

China scrambles fighters as U.S. sails warship near Chinese-claimed reef

China scrambled fighter jets on Tuesday as a U.S. navy ship sailed close to a disputed reef in the South China Sea, a patrol China denounced as an illegal threat to peace which only went to show its defense installations in the area were necessary.

Guided missile destroyer the USS William P. Lawrence traveled within 12 nautical miles (22 km) of Chinese-occupied Fiery Cross Reef, U.S. Defense Department spokesman Bill Urban said.

The so-called freedom of navigation operation was undertaken to "challenge excessive maritime claims" by China, Taiwan, and Vietnam which were seeking to restrict navigation rights in the South China Sea, Urban said.

"These excessive maritime claims are inconsistent with international law as reflected in the Law of the Sea Convention in that they purport to restrict the navigation rights that the United States and all states are entitled to exercise," Urban said in an emailed statement.

China and the United States have traded accusations of militarizing the South China Sea as China undertakes large-scale land reclamation and construction on disputed features while the United States has increased its patrols and exercises.

Facilities on Fiery Cross Reef include a 3,000-metre (10,000-foot) runway which the United States worries China will use to press its extensive territorial claims at the expense of weaker rivals.

China's Defence Ministry said two fighter jets were scrambled and three warships shadowed the U.S. ship, telling it to leave.

The U.S. patrol "again proves that China's construction of defensive facilities on the relevant reefs in the Nansha Islands is completely reasonable and totally necessary", it said, using China's name for the Spratly Islands where much of its reclamation work is taking place.

Kalayaan Island residents boot out mayor

By a margin of 83 votes, two-term Mayor Eugenio Bito-onon Jr. of the municipality of Kalayaan Island Group (KIG) in the Spratlys lost his bid for re-election in a three-cornered fight in the May 9 elections.

“I lost to my opponent by a wide margin,” Bito-onon, a candidate of the ruling Liberal Party, told The STAR by telephone.

He said he is now preparing to turn over the reins of the island town to winner Roberto del Mundo of the United Nationalist Alliance (UNA).

Del Mundo is a former chairman of Barangay Pag-Asa, the biggest island in the KIG, the Philippine-occupied islands in the Spratlys.

Del Mundo, a retired Air Force sergeant, garnered 142 votes against Bito-onon’s 59 and retired Navy commander Rodrigo Jaca’s 28.

KIG only has 229 registered voters that included two thirds of the people who no longer reside in the island town, often staying in mainland Palawan and in other parts of the country.

A KIG resident recently filed before the Aborlan Municipal Circuit Court an expulsion case against more than 100 registered voters that are no longer residing in the KIG.

However, the case was dismissed by the court, paving the way for wealthy candidates seeking an elective post in the island town to transport voters from Palawan back to Pag-Asa Island for free, with provisions and allowances.

One candidate reportedly paid P5,000 to convince voters still registered in the KIG to cast their votes in the island town.

“I heard about this but I don’t want to engage in this kind of illegal election activities,” Bito-onon said. Bito-onon said he intends to retire from public service and devote his time to his family.…

Japan decides to join U.S. and India in Naval Drills :: To hell with China

DND thanks Japan for five TC-90 aircraft

The Department of National Defense (DND) has expressed its gratitude to the Japanese government for going ahead with the lease deal of five TC-90 training aircraft which will help boost the country’s rescue and maritime security capabilities.

“We are truly grateful for this reaffirmation by the Japanese government on the transfer of the TC-90 aircraft. We look forward to the eventual completion of this gracious collaboration. This will be a leap into our humanitarian assistance and disaster relief and maritime security awareness capabilities,” Defense Spokesperson Peter Paul Galvez said.

Japanese Defense Minister Nakatani confirmed the lease deal Monday.

The TC-90, which is part of the Beechcraft King Air aircraft family, was offered by Japan shortly after the Agreement Concerning the Transfer of Defense Equipment and Technology was finalized last Feb. 29.

French stealth frigate in goodwill visit

MANILA - The French Navy has dispatched one of its stealth frigates, the French Navy Ship (FNS) Guepratte (F714), to the country in what the Philippine Navy calls "a goodwill visit".

The warship adds to the list of military visits from such countries as the United States, Japan, Australia, among others, all allies of the freedom of navigation agenda in the disputed West Philippine Sea in Southeast Asia, which China apparently seeks to dominate.

Navy spokesman Captain Lued Lincuna said the Guepratte is expected to arrive on Wednesday, May 4, at Pier 15, South Harbor, Manila.

Skippered by female commander Claire Pothier, the warship will stay in the country until May 7.

F714 is described as a multi-mission Lafayette-class stealth frigate of the French Marine Nationale (French Navy).

"[The] Barko ng Republika ng Pilipinas (BRP) Rajah Humabon (PF11) will render customary meeting procedures at the vicinity of Corregidor Island and escort the vessel (F714) to its designated berthing area. [Our] delegates will accord the visiting navy a welcome ceremony upon arrival, to be followed by a port briefing related to security, intelligence and health aboard the French vessel," Lincuna said.

"This goodwill visit will involve a series of confidence-building engagements between PN and French Navy personnel, including a courtesy call on the Philippine Navy Flag Officer in Command the ship's commanding officer along with her party, shipboard tour, reception and a goodwill soccer game," he added.

AFP hoists Phl flag in unoccupied Batanes islet

ITBAYAT, Batanes, Philippines – The Armed Forces of the Philippines (AFP) yesterday hoisted the Philippine flag in one of the five unoccupied islets here to support the local government’s call for help to transform the islet into a resting place and shelter area for Filipino fishermen.

The AFP’s Northern Luzon Command (Nolcom) hoisted the flag during a flag raising ceremony at Y’ami Island’s Hill 200, capping a three-day maritime domain awareness activity.

The maritime awareness activities were held amidst growing tensions caused by China’s excessive claims in the disputed areas in the South China Sea and west Philippine Sea, including Philippine territory.

Nolcom and civil society organization volunteers launched the biggest medical and dental mission for thousands of residents, including school children and the elderly in the secluded island town.

Y’ami Island is also known as Mavulis. Itbayat Island is one of the six municipalities of Batanes with a population of almost 3,000 in five barangays.

“We organized this event as part of our patriotic duty. We are here to help our most disadvantaged fellow Filipinos in this particular place. We want them to know that they’re not alone,” said Mon Corpuz, over-all volunteer coordinator.

China is lobbying Russia for support in opposing international court proceedings launched by the Philippines over the disputed South China Sea.

Foreign Minister Wang Yi told his Russian counterpart Sergey Lavrov during talks in Moscow the two nations should join hands to oppose “internationalising” the disputes.

“Both China and Russia should stay on guard against abuses of mandatory arbitration,” Wang said yesterday.

A communique after a meeting between Wang, Lavrov, and Indian External Affairs Minister Sushma Swaraj said all related disputes in the South China Sea should be addressed through negotiations and agreements ­between the parties concerned. Neither Russia nor India are claimants in the sea.

Analysts said Wang’s remarks were China’s way of ratcheting up preparations for the court ruling, which is expected in May or June.
Hugo Swire, British minister of state responsible for East Asia, said the ruling from the Permanent Court of Arbitration in The Hague must be binding.

This month, the European Union urged China to respect the ruling of the international tribunal, and the foreign ministers of the Group of Seven industrialised nations ­expressed concerns over the South China Sea tensions.

Lavrov said last week it was necessary to stop any attempts to internationalise the disputes.

Observers said Wang’s remarks showed China was facing huge diplomatic pressure, with more nations appearing to back the Philippines, and it was hoping to drum up support.

“China is almost isolated in the saga,” Li Xing, a professor of international relations at Beijing Normal University, said. “As strategic partners, China and Russia are taking care of each other’s core interests and ­coordinating.”

Russia is also facing a lawsuit at the Permanent Court of Arbitration launched by a Ukrainian businessman over his right to operate a passenger airport in ­Crimea after Russia annexed the peninsula. Moscow has said the court has no jurisdiction over the matter.

The meeting between Wang and Lavrov was held ahead of an expected visit to China by Russian President Vladimir Putin this year.

Apart from political cooperation, Chinese investment is vital for the troubled Russian economy, under pressure from Western sanctions and expensive military activities in Syria.
Meanwhile, Russia’s arms sales boosted China’s defence capabilities, Li Lifan, a Russian affairs expert at the Shanghai Academy of Social Sciences, said.
